The Hawaii Emergency Management Agency will roll out a plan Friday aimed at helping residents and visitors prepare for a potential North Korean missile attack that could come with barely eight minutes warning.

While stressing such an event is “currently assessed to be very low,” emergency planners said it is prudent to prepare for the worst.

“We do not want to cause any undue stress for the public, however, we have a responsibility to plan for all hazards.” HEMA administrator Vern Miyagi said in a statement reported by Hawaiian news media. “We cannot wait to begin our public information campaign to ensure that Hawaii residents will know what do if such an event occurs.”

The focus on North Korea follows recent tests by Pyongyang of intercontinental ballistic missiles that, theoretically, could deliver a nuclear warhead to Hawaii within 20 minutes, giving the island’s emergency teams only eight to 12 minutes to warn the public.

SURFACE RIGHTS VS. MINERAL RIGHTS: WHAT’S THE DIFFERENCE?

Whether you have interest in selling your land or have been approached by a buyer, you should always know exactly what’s included in the transaction. When you own land, there are two levels of ownership that you may possess: surface rights and mineral rights. Do you know the difference?

 

What Are Surface Rights?

When you moved into your home, it was obvious that the physical structures — house, garage, barn, storage shed and yard were included. But, just how deep down into the soil does your actual ownership stretch? Sure, you can plant a garden or trees, but when it comes to drilling for oil and gas deep below your property, do you know who owns that space? It’s probably not you.

In some states where mineral deposits are plentiful, including Colorado, Louisiana, New Mexico, Oklahoma, Pennsylvania and Texas, a property owner’s rights are severed, or split into two distinct zones. This means you may own what’s on the surface of the land, but not what’s beneath the topsoil.

Surface rights specifically refer to the ownership of the surface of the land. This includes dwellings, buildings, the right to till the land for crops and even the ability to dig into the land to bury underground storage tanks, such as wells or septic systems.

Land that is owned under a surface rights contract may be sold, transferred or manipulated by the owner, within the guidelines of the governing city or county.

However, a person with surface rights to land cannot lease or sell their land to an oil or gas company for exploration and extraction purposes. This is because the owner doesn’t have legal ownership over the mineral deposits below their property.

What Are Mineral Rights?

Dig below the surface of a property and you’ll reach the zone where mineral rights take effect. In the United States, those with mineral rights ownership of land have the legal ability to explore, extract and sell naturally occurring deposits found beneath the land surface.

In addition to oil and gas, mineral rights typically allow landowners to also excavate for gold, silver, coal, copper, iron, uranium and scandium.

Like surface rights, mineral rights can be bought, leased and sold in accordance with the local and federal laws. Payments can be made outright or paid through a royalty system, based on what can be extracted from the land.

Both mineral and surface rights can also have co-ownership. If the surface rights owner wants to retain a partial stake in the mineral rights below their property, they have the option to only sell off a percentage of their mineral rights. Or, they can sell the mineral rights to multiple buyers, giving each a specific section of land.

Do Surface and Mineral Rights Overlap?

Now that we understand the two possible types of land ownership, it’s easy to wonder how they work together. Some property owners may own both surface and mineral rights on their property, which is known as a fee simple deed.

But, what if they don’t?

For example, if a person or company who owns the mineral rights to the land beneath your home wishes to drill for oil, can they place equipment in your yard — within the surface rights zone — that you legally own? Yes.

When selling mineral rights below the land in which you own the surface rights to, often a small area of the surface-level property is included in the transaction. This allows the mineral rights owner to set up a workspace for drilling rigs, outdoor storage areas, containment ponds, roads, fences and water treatment facilities that are necessary to safely access the mineral deposits below.

If you’re not sure what ownership you have of your land, it’s best to review your mortgage details or the property deed. Then, contact a lawyer who regularly works with landowners who buy and sell the rights to their property. Just be aware that there is no one-size-fits-all solution. The depth of land included in surface rights contracts and the specific minerals that are allowed to be extracted from a mineral rights parcel varies from state to state.

Chester Bennington Hung Himself at his home.

The Los Angeles County coroner says Linkin Park singer Chester Bennington, who sold millions of albums with a unique mix of hard rock, hip-hop and rap, was found dead in his home near Los Angeles on Thursday. He was 41.

Coroner spokesman Brian Elias says they are investigating Bennington’s death as an apparent suicide but no additional details are available.

The group sold 10 million copies of their 2000 debut, “Hybrid Theory,” and then another 4 million with 2003’s multiplatinum “Meteora.” Both albums explored feelings of frustration and fury.

Bennington, who sported piercings and tattoos, struggled with drug and alcohol addictions at various times during his life. He was married and is survived by six children.

I catch my water and my water catchment had a slimy growth and an oily film on the surface of the water, the day after I heard the planes flying over. You might say you hear planes at night. I don’t. Not even helicopters. I hear bugs and the ocean waves at night. This year we broke temperature records and continue too. My grass is dying, avocado trees from lack of water. Usually or should I say “Use Too” rain every day.. Not any more. And if it does its very little.

Macy’s to close 100 stores…


The financial wizards have been talking about this  for many years.

Retail has gone from shopping malls to the internet.

Big changes are coming at the end of summer.

Starting with Macy’s to close 68 stores by August 2017. They have 100 stores on the chopping block.

Wednesday’s announcement came at no surprise after their Christmas sales had not reached the potential that Macy’s outgoing Chairman and CEO Terry Lundgren had expected.

First to go will be the top management positions to cut cost. It also will work to reduce other non-payroll costs. Macy’s estimates its work force will be cut by 6,200.

Another 3,900 workers will be displaced by the store closures and some of these employees may be reassigned but very doubtful.

The store closures are an attempt to reverse the loss in sales at stores.  Macy’s is turning its focus on its best-performing locations and its website. Macy’s move will save the company an estimated $550 million a year starting in 2017. The company will use these proceeds to invest an additional $250 million in its digital business and other sub companies.

The internet is big competition for store locations. There is less over head in the millions when operating an internet store. Most orders are placed through a computer, tablet or smartphone. Which eliminates employee payroll, utilities and commercial leases. Out sourced customer service has little payroll, no employee benefits or insurance expenses.

This is just the start to a trend of stores cutting over-head and moving to the digital market.

If you have ever thought about jumping into the digital market. This is the time. The potential for earnings are limitless. Thousand of jobs are available today. Just think of next year when there will be a 56% more stores available online. All most all of your top tier stores are available today at the touch of your fingers.

As the heat index rises we must stay cool and safe from Over-Exposure from the sun and Heat stroke.

Here are some simple things to remember.

  • Never Leave any PERSON OR PET in a HOT CAR. Even with the windows down it is still too HOT for anything to survive when the cars temperature rises above 100 Degrees / 38 Celsius.
  • Make sure you carry at least 1 gallon jug of water with you in the car. Just in case you get stuck on the highway you will have something to hydrate with.
  • If you have pets “PLEASE provide them with ”SHADE” and “WATER”. I cannot express how important it is to care for your pets also.
  • Temperatures are higher in most states from what is “NORM”.

 Those who are at highest risk: include people 65 and older, children younger than two, and people with chronic diseases or mental illness.  Closely monitor people who depend on you for their care. If you have elderly family members check in with them often to make sure they are properly hydrated and cool.

  • Are they drinking enough water?
  • Do they have access to air conditioning?
  • Do they need help keeping cool?

 Following protective actions to prevent illness or death:

  • Do not rely on a fan as your primary cooling device during an extreme heat event.
  • Don’t use the stove or oven to cook—it will make you and your house hotter.
  • Even young and healthy people can get sick from the heat if they participate in strenuous physical activities during hot weather:
  • Drink more water than usual and don’t wait until you’re thirsty to drink more. Muscle cramping may be an early sign of heat-related illness.
  • If you participate on a sports team that practices during hot weather protect yourself and look out for your teammates. Pace activity, Start activities slow and pick up the pace gradually.
  • Contact your local health department or locate an air-conditioned shelter in your area. Air-conditioning is the number one protective factor against heat-related illness and death. If a home is not air-conditioned, people can reduce their risk for heat-related illness by spending time in public facilities that are air-conditioned, and using air conditioning in vehicles.
  • Schedule outdoor activities carefully.  Limit outdoor activity, especially midday when the sun is hottest.
  • Wear loose, lightweight, light-colored clothing. Wear and reapply sunscreen as indicated on the package.
  • Take cool showers or baths to cool down.
  • Check on a friend or neighbor and have someone do the same for you.
  • Check the local news for health and safety updates.

Seek medical care immediately if you or anyone else has symptoms of heat-related illness.

Suspended Noah: Found to be using supplement to aid injuries

GREENBURGH, N.Y. (AP) — Joakim Noah was seeking help to overcome injuries that wrecked his first season in New York and turned to an over-the-counter supplement.

That decision “backfired,” Noah said Tuesday.

It led to a 20-game suspension for violating the NBA’s anti-drug policy , preventing Noah from ending a disappointing year on a positive note.

“This was a tough moment, but I’m going to learn from it,” Noah said. “I tried to take a supplement to help me with everything I’ve gone through. I’ve gone through a lot of injuries, and I tried to take something to help me and it backfired.”

Noah returned to practice Tuesday following Feb. 27 surgery to remove a loose body from his left knee. The knee injury came after a hamstring injury he was trying to recover from around the All-Star break.

Spinach Leaf Transformed Into Beating Human Heart Tissue

Using the plant like scaffolding, scientists built a mini version of a working heart, which may one day aid in tissue regeneration.

Scientists have found a way to use spinach to build working human heart muscle, potentially solving a long-standing problem in efforts to repair damaged organs.

Their study, published this month by the journal Biomaterials, offers a new way to grow a vascular system, which has been a roadblock for tissue engineering.

Scientists have already created large-scale human tissue in a lab using methods like 3D printing, but it’s been much harder to grow the small, delicate blood vessels that are vital to tissue health.

Transforming a Spinach Leaf Into Beating Human Heart Tissue

“The main limiting factor for tissue engineering … is the lack of a vascular network,” says study co-author Joshua Gershlak, a graduate student at Worcester Polytechnic Institute (WPI) in Massachusetts, in a video describing the study. “Without that vascular network, you get a lot of tissue death.”
One of the defining traits of a leaf is the branching network of thin veins that delivers water and nutrients to its cells. Now, scientists have used plant veins to replicate the way blood moves through human tissue. The work involves modifying a spinach leaf in the lab to remove its plant cells, which leaves behind a frame made of cellulose.

“Cellulose is biocompatible [and] has been used in a wide variety of regenerative medicine applications, such as cartilage tissue engineering, bone tissue engineering, and wound healing,” the authors write in their paper.

The team then bathed the remaining plant frame in live human cells, so that the human tissue grew on the spinach scaffolding and surrounded the tiny veins. Once they had transformed the spinach leaf into a sort of mini heart, the team sent fluids and microbeads through its veins to show that blood cells can flow through this system.

The eventual goal is to be able to replace damaged tissue in patients who have had heart attacks or who have suffered other cardiac issues that prevent their hearts from contracting. Like blood vessels, the veins in the modified leaves would deliver oxygen to the entire swath of replacement tissue, which is crucial in generating new heart matter.

The study team says the same methods could be used with different types of plants to repair a variety of tissues in the body. For instance, swapping out the cells in wood might one day help fix human bones.

We have a lot more work to do, but so far this is very promising,” study co-author Glenn Gaudette, also of WPI, says in a press statement. “Adapting abundant plants that farmers have been cultivating for thousands of years for use in tissue engineering could solve a host of problems limiting the field.”

North Carolina was denied a chance at the NCAA men’s basketball title by a last-second shot last year. This year, they’re going back to the Final Four with the help of a last-second shot of their own.
Sophomore reserve Luke Maye nailed a tie-breaking jumper with 0.3 seconds to go to lead the Tar Heels to a 75-73 victory over the Kentucky Wildcats in the South Regional Final Sunday evening in Memphis.

Maye’s heroics came seconds after Kentucky’s Malik Monk hit a three-pointer to tie the game at 73 with 7.2 seconds left. It was a dramtic ending to a breathtaking game between the top two seeds in the region.

Trailing 64-59, North Carolina went on a 12-0 run and led 71-64 with 54 seconds to go. Kentucky battled back, as Monk and freshman De’Aron Fox hit quick three-pointers to make the score 71-70.

Cincinnati nightclub shooting: 1 dead, 15 people injured


Several unidentified shooters opened fire at a Cincinnati nightclub early Sunday, killing one person and wounding 15 others, officials said.

The shooters escaped the melee at club Cameo and they remained on the run Sunday.

“Several local men got into some type of dispute inside the bar and it escalated into shots being fired from several individuals,” Cincinnati Police Chief Eliot Isaac said during a Sunday news conference. “As a result there were 16 people that sustained gunshot injuries one of which is deceased. A total of 15 others that were injured, one in extremely critical condition.”

The man who was killed was named as 27-year-old Obryan Spikes. His family had been notified, Isaac said.  Assistant Fire Chief Roy Winston said numerous other club-goers were injured fleeing the scene. “I’m confident that while our hearts are broken, that our spirit is not,” Cincinnati Mayor John Cranley said.

The nightclub employed off-duty police officers to patrol the parking lot, Isaac said, and individuals entering the club were routinely patted down and wanded. Despite the precautions, Isaac said “Several firearms were able to be brought inside the bar.”

The motive for the shooting remained unclear, but Assistant Police Chief Paul Neudigate said there was no indication the attack was terrorism related. The shooting occurred around 1:30 a.m., WLWT reported.

“We are in the middle of a very horrific situation that occurred at the nightclub with multiple victims,” Neudigate said. “It’s going to be a long night for our homicide units to investigate.”

The victims were taken to four area hospitals. Some drove themselves and others were taken by ambulance. WLWT reported at least one of the wounded was in critical condition at a hospital.

Capt. Kim Williams said authorities were not sure what prompted the shooting.

“Saturday night, it is a very young crowd,” Williams said. “We have had incidents here in the past, but this is by far the worst.”

Both males, they were intertwined in a dominance dance on a popular dirt trail along the Bolsa Chica wetlands in Huntington Beach on Friday afternoon, prompting onlookers to stop in their tracks and watch in awe at the National Geographic-worthy moment.

“It was pretty amazing. I’ve seen a lot of rattlesnakes, but never doing their ritual there,” said photographer Lance Lawson, who has been going to the wetlands for about 40 years.

Lawson was on the lookout for eagles and owls in the area, a popular spot for photographers looking to capture images of local wildlife near the northern end of the wetlands. He noticed two other photographers with their lenses focused on something interesting, so stopped to check it out.

And there they were, the snakes wrapping their slippery, slithering bodies around one another. Onlookers speculated the snakes were mating, but local expert Jason Magee, owner of OC Snake Removal in Laguna Niguel, said the photos show two males battling over dominance during breeding season.

“Likely there was an ovulating female nearby and the males picked up the scent and went into battle mode to determine who was more the dominant snake,” he said via e-mail. “The more dominant snake will be the breeding male. Very neat to see in the wild!”

Magee said the recent rains have made business busier than ever. During heavy downpours, he received a high volume of removal calls from rain pushing rattlesnakes out of their hibernation spots and into people’s homes, garages and yards.

“The rain has made habitat bloom and snakes’ prey abundant and healthy, in turn bringing more snakes out,” he wrote. “This year is gonna be a doozy.”

The two battling snakes continued for about 20 minutes, drawing the attention of about 20 other photographers who stopped to shoot.

“They were still real passive, they were not aggressive at all,” Lawson said.

At one point, another snake nonchalantly passed behind the intertwined duo. Magee said it was a San Diego Gopher Snake, based on the image.

Lawson said he stayed about 40 feet away to shoot the images. But when the snakes tired of the attention and ducked into nearby bushes, Lawson peeked down to see what they were up to. They continued to be engrossed in one another’s company.

“It was very unique, I’ve never seen anything like that,” he said. “It was kind of an eye-opener. I’ve gone there a lot, I’ve seen a couple snakes in the distance, but never on the trails.”

Rattlesnakes have a hemotoxic venom and are fairly docile and won’t strike without a reason. But they will aggressively defend themselves and can deliver a lethal bite if necessary. Most snake bites occur when snakes are undetected or being unprofessionally handled, according to Magee.

The California Poison Control System last year issued a reminder that rattlesnakes are more likely to be found along hiking trails with warm weather, and even baby rattlesnakes have dangerous venom. Most bites occur between April and October.

Tips for protecting against rattlesnakes

• Wear boots and long pants when hiking.

• Stay on trails when hiking, away from underbrush and tall weeds.

• Do not touch or disturb a snake, even if it appears dead.

• Carefully inspect logs or rocks before sitting on them.

• Never hike alone in remote areas.

• Teach children to respect snakes and to leave them alone.

NYC Restaurants Using Radiation Detectors On Fish From Pacific


Chefs Say So Far So Good, But Will Remain Vigilant

glowing-fishNEW YORK (CBSNewYork) — Could powerful radiation from those reactors in Japan be tainting the fish you’re eating here at home? While the government says no, some restaurant owners aren’t taking any chances.
At Le Bernardin in Manhattan fish is a way of life.

“Well our fish is the freshest, of course, and it comes from the best,” owner Eric Ripert told CBS 2’s Kristin Thorne.

But celebrity owner Ripert said he’s making sure of it. He’s testing every single piece of fish that comes through his door for radiation.
“Some of our clients started asking us some questions and they were concerned,” Ripert said.

The concern is over radiation in the Pacific Ocean. A leak in one of the nuclear reactors in tsunami-ravaged Japan has spewed tons of radioactive material into the ocean. The Food & Drug Administration is testing all fish that comes into the United States and so far they say they haven’t found any contamination. Neither has Ripert.

“For a week now we are using it on all products that come to the restaurant and so far it’s absolutely zero radiation,” Ripert said.

So the radiation tester is really very easy to use. They take it and they run it along the surface of the fish.

There’s no radiation tester at the Lobster Place in Chelsea Market, but manager Davis Herron said he’s sure his fish is radiation-free. “We deal will suppliers that we trust and we know,” Herron said.

David Wallis of the West Village said he isn’t worried. Thorne caught up with him just as he was about to dig into his Chesapeake soft shell crab roll. “We’re good. I don’t think it’s gotten to the Chesapeake yet,” Wallis said.

Debbie Cersosimo of West Hartford, Conn., said she’s just going to avoid fish for a while. “You get enough radiation in everything else. You go through exams and stuff like that. No thanks,” she said.

While there’s no immediate concern for our food supply, all eyes are on Japan as the situation continues to unfold.

Chefs Thorne spoke to said if you’re concerned about your fish, you should ask a restaurant or grocery store staff where the fish came from.

California has eight monitoring stations for radiation in addition to the Environmental Protection Agency’s air-monitoring sites. The public will be updated about radiation levels, officials said.

On a national level, the U.S. Food and Drug Administration is collecting information on all food products regulated by the agency that are exported to the U.S. from Japan, the FDA said. World’s Largest Wave Was 62.3-Foot Surge in Atlantic: Scientists

The largest wave ever recorded was a six-story monster in the North Atlantic Ocean, scientists have revealed.

A World Meteorological Organization (WMO) expert committee found data from a buoy between Iceland and the U.K.

Scientists attributed the 62.3-foot surge to a “very strong cold front, which produced winds of up to 43.8 knots [50.4 miles per hour] over the area” on Feb. 4, 2013.

The previous record of 59.96 feet was measured on December 8, 2007, also in the North Atlantic.

The WMO Commission for Climatology’s Extremes Evaluation Committee classified it as “the highest significant wave height as measured by a buoy.”

The committee consisted of scientists from Great Britain, Canada, the U.S. and Spain.

“This is the first time we have ever measured a wave of 19 meters. It is a remarkable record,” WMO Assistant Secretary-General Wenjian Zhang said. “It highlights the importance of meteorological and ocean observations and forecasts to ensure the safety of the global maritime industry and to protect the lives of crew and passengers on busy shipping lanes.”

Wave height is defined as the distance from the crest of one wave to the trough of the next. The highest waves typically occur in the North Atlantic, because wind circulation patterns and atmospheric pressure in winter leads to intense extra-tropical storms.


Waves are created by wind energy being transferred onto the water. Large waves occur when strong winds hit the ocean and then the water travels over large distances, growing in size.

Because of this, the area from the Grand Banks underwater plateaus off the Canadian coast around Newfoundland to south of Iceland and to the west coast of the U.K. are prime locations for giant waves.

(CNN) — Instead of worrying about the unlikely event of harmful radiation drifting from Japan, Californians should focus on preparing for earthquakes and other emergencies common in their own state, officials said.

Radiation from the tsunami-damaged Fukushima Daiichi nuclear power plant in Japan will dissipate over the more than 5,000 miles separating it from California, but eventually it may be detected in small, non-harmful amounts, said Dr. Howard Backer, interim director of the state Department of Public Health.

“We do not anticipate any amounts of radiation that will cause any health effects,” Backer said Thursday.

In Washington, President Barack Obama went further in telling Americans not to worry.

There has been no detection of elevated levels of radiation on the West Coast, and experts say there is no way to predict how long it would take for radiation drifts to cross the Pacific. Even if that happens, the amount may be too small to be detected, experts said.

Because of the way the radiation would likely travel, it would take “days” to reach the United States, and would probably first be detected in Alaska.

“There’s no marker that we can follow to know if any minimal radiation reaches the West Coast,” Backer said.

Meanwhile, some drugstores in California are running out of potassium iodide, which prevents some of radioactive iodine’s harm to the thyroid. State health officials don’t know how many people are preventatively taking potassium iodide, but they strongly discourage taking the medicine. It carries its own side effects, especially for people who have allergies to iodine, shellfish or who have thyroid problems.

Potassium iodide is part of the planning in communities around nuclear power plants in the state of California, in case of emergency, but will not be necessary in the U.S. for radiation from Japan, Backer said.

Rather than going out and getting potassium iodide, Backer said, Californians should buy a three- to five-day supply of food and water so that when their earthquake-prone state has its next temblor, they can be self-sufficient.

Radiation from Japan’s 2011 Fukushima nuclear disaster has apparently traveled across the Pacific.

Researchers reported that radioactive matter — in the form of an isotope known as cesium-134 — was collected in seawater samples from Tillamook Bay and Gold Beach in Oregon. The levels were extremely low, however, and don’t pose a threat to humans or the environment.

 In 2011, a 9.0-magnitude earthquake triggered a wave of tsunamis that caused colossal damage to Japan’s Fukushima Daiichi nuclear power plant. The disaster released several radioactive isotopes — including the dangerous fission products of cesium-137 and iodine-131 — that contaminated the air and water. The ocean was later contaminated by the radiation.

But cesium-134 is the fingerprint of Fukushima due to its short half-life of two years, meaning the level is cut in half every two years.

“It [cesium-134] disappears much more quickly,” said Dr. Kathryn A. Higley, the head of the School of Nuclear Science and Engineering at Oregon State University.

 

Cesium-137 has a 30-year half-life. Particles from Chernobyl, nuclear weapons tests, and discharge from other nuclear power plants are still detectable — in small, harmless amounts.

While this is the first time cesium-134 has been detected on US shores, Higley said “really tiny quantities” have previously been found in albacore tuna.

The Oregon samples were collected by the Woods Hole Oceanographic Institution in January and February. Each sample measured 0.3 becquerels, a unit of radioactivity, per cubic meter of cesium-134 — significantly lower than the 50 million becquerels per cubic meter measured in Japan after the disaster.

But those levels have already dropped enough that Japanese fisheries have started to discuss reopening, said Higley.
Cesium-134 was first detected in North America off the shores off Canada in September 2015. One sockeye salmon from a lake in British Columbia tested positive in November, according to the Fukushima InFORM project. The level was “more than 1,000 times lower the action level set by Health Canada,” according to the Statesman Journal.

InFORM — a coalition of scientific and nonprofit organizations, including Woods Hole — has been tracking the course of the radiation plume across the Pacific. They suspect a rise in levels over the coming year, but Ken Buesseler, a chemical oceanographer at Woods Hole, told the Statesman Journal that not even the peak would be a health concern.

TEPCO, the regulatory bodies (NISA and NSC) and the government body promoting the nuclear power industry (METI), all failed to correctly develop the most basic safety requirements—such as assessing the probability of damage, preparing for containing collateral damage from such a disaster, and developing evacuation plans for the public in the case of a serious radiation release. Meanwhile, the government-appointed Investigation Committee on the Accident at the Fukushima Nuclear Power Stations of Tokyo Electric Power Company submitted its final report to the Japanese government on 23 July 2012.[41] A separate study by Stanford researchers found that Japanese plants operated by the largest utility companies were particularly unprotected against potential tsunami.[6]

TEPCO admitted for the first time on 12 October 2012 that it had failed to take stronger measures to prevent disasters for fear of inviting lawsuits or protests against its nuclear plants.[7][8][9][10] There are no clear plans for decommissioning the plant, but the plant management estimate is thirty or forty years.[17] A frozen soil barrier is being constructed in order to prevent ongoing exposure of running groundwater with melted down nuclear fuel.[18]

In 2013, the World Health Organization (WHO) indicated that the residents of the area who were evacuated were exposed to low amounts of radiation and that radiation-induced health impacts are likely to be low.[31][32] In particular, the 2013 WHO report predicts that for evacuated infant girls, their 0.75% pre-accident lifetime risk of developing thyroid cancer is calculated to be increased to 1.25% by being exposed to radioiodine, with the increase being slightly less for males.

 

The risks from a number of additional radiation-induced cancers are also expected to be elevated due to exposure caused by the other low boiling point fission products that were released by the safety failures. The single greatest increase is for thyroid cancer, but in total, an overall 1% higher lifetime risk of developing cancers of all types, is predicted for infant females, with the risk slightly lower for males, making both some of the most radiation-sensitive groups.[32] Along with those within the womb, which the WHO predicted, depending on their gender, to have the same elevations in risk as the infant groups.[33]

A screening program a year later in 2012 found that more than a third (36%) of children in Fukushima Prefecture have abnormal growths in their thyroid glands.[34] As of August 2013, there have been more than 40 children newly diagnosed with thyroid cancer and other cancers in Fukushima prefecture as a whole.

In 2015, the number of thyroid cancers or detections of developing thyroid cancers numbered 137.[35] However whether these incidences of cancer are elevated above the rate in un-contaminated areas and therefore were due to exposure to nuclear radiation is unknown at this stage.

Data from the Chernobyl accident showed that an unmistakable rise in thyroid cancer rates following the disaster in 1986 only began after a cancer incubation period of 3–5 years,[36] however whether this data can be directly compared to the Fukushima nuclear disaster is still yet to be determined.[37]

A survey by the newspaper Mainichi Shimbun computed that of some 300,000 people who evacuated the area, approximately 1,600 deaths related to the evacuation conditions, such as living in temporary housing and hospital closures have occurred as of August 2013, a number comparable to the 1,599 deaths directly caused by the earthquake and tsunami in the Fukushima Prefecture in 2011. With the exact cause of the majority of these evacuation related deaths not being specified, as according to the municipalities, that would hinder application for condolence money compensation[38][39] by the relatives of the deceased.

Daniel Wesley pulled on a pair of gloves and searched for the woman’s bullet wounds, looking for the best place to apply pressure.

The 17-year-old didn’t have his EMT certification yet, but in the critical moments after authorities say April Peck was shot by her boyfriend on Sunday, Wesley was all she had.

Before the teen could do more, Peck’s boyfriend came roaring back in a Chevy Malibu.

“If you help her, I’m going to kill you,” he said, according to Wesley’s mother, who spoke to the Advocate, a newspaper based in Baton Rouge.

The boyfriend, Terrell Walker, rammed the car into Wesley, according to the East Baton Rouge Sheriff’s Office. The car pushed him into the side of an arriving ambulance, shattering his arm and snapping his femur, according to a GoFundMe page set up by his family.

Injured, Wesley crawled to the median. Investigators say Walker pointed his gun and shot the teen twice.

Walker also fired at the ambulance’s crew, but didn’t hit them, before getting in the car and peeling off.

Wesley, a senior at Central High School, was taken there, too, and went through two surgeries in three days.

The paramedics weren’t injured. Mike Chustz, a spokesman for East Baton Rouge Emergency Medical Services, said they were barely out of their ambulance when the Malibu crushed Wesley into it. They had been flagged down by a motorist about an injured woman in the street and initially thought they were on their way to help an injured pedestrian.

“It was totally unexpected,” Chustz told The Washington Post. “They all did whatever they could to seek shelter to try to put some distance between them.”

Walker was gone when deputies arrived, but investigators initiated a manhunt.

 

They saw him walking on Blue Bonnet Boulevard near Interstate 10 and approached.

According to CBS affiliate WAFB, the deputies ordered Walker to put his hands up. He pulled out a handgun instead.

They “exchanged gunfire striking the suspect who was later pronounced dead,” according to a news release from the sheriff’s office.

Louisiana State Police are investigating the officer-involved shooting.

Walker, a felon who pleaded guilty to manslaughter in 1992 and to possession of a firearm by a felon 14 years later, had a tumultuous relationship with Peck, according to the Advocate. Walker was frequently jealous and often violent, family members told the newspaper. But the couple’s separations never lasted.

Peck had gotten a restraining order against him two weeks ago, the newspaper reported, but they continued to see each other. He used her Chevy Malibu to commute to his job and had picked her up from work a half-hour before shooting her and hurling her into the street.

Wesley found her there a little later. He was headed home after leaving the Mall of Louisiana.

Investigators combing the wreckage of a charter plane that crashed in Colombia found a sixth survivor under the aircraft’s fuselage Tuesday morning, officials said. Video from the scene showed rescuers carrying a man on a stretcher away from the crash site.

At least 75 people were killed in the deadly crash, Medellin Mayor Federico Gutiérrez said. Passengers on the charter flight included players from the Brazilian soccer team Chapecoense, who were on their way to Colombia to compete in the first leg of the South American Cup finals. More than 20 journalists were also aboard the aircraft.

Rescuers search the wreckage of the charter plane Tuesday in mountains outside Medellin, Columbia. The Avro RJ85 was en route Monday night from Santa Cruz, Bolivia, to Medellin when it crashed near Rionegro, Colombia, civil aviation officials said. Nine crew members were also on board.

The plane declared an emergency between the municipalities of La Ceja and La Union, according to Colombian aviation officials. The crash occurred in an area called Cerro El Gordo near Medellin, officials said.

At least three soccer players, two crew members and one journalist survived, authorities said. Among them: defender Alan Luciano Ruschel. In an Instagram post, Ruschel’s wife said he was hospitalized in stable condition. “We are praying for everyone who has not yet been rescued, and for their families,” Amanda Ruschel wrote. “It is a complicated and difficult situation. Only God can give us strength.”

What happened?
The plane took off from Bolivia’s Viru Viru International Airport at 6:18 p.m. local time, according to air controller Manuel Palamas.

Medical staff members wait for survivors of the crashed plane Tuesday at a hospital near Medellin. Officials didn’t specify what happened to the plane but said the wounded were being transported to medical centers.

Infant Ejected During Crash in Arkansas Found Safe in Storm Drain


It’s a story of survival that’s amazed even seasoned firefighters — an infant ejected during a car crash ends up in a storm drain, 25-feet away. She is found alive, reaching up to rescuers and with only a scratch on her forehead.That’s the scene that unfolded Friday night along Interstate 30 in Texarkana, Arkansas after a truck apparently sideswiped a car, officials told CNN affiliate KSLA.

The family vehicle flipped over and the 8-month old girl was ejected. Survivors looked for her but could not find her.

Rescuers arrived and scoured the area and zeroed in on a patch of hay in the median after hearing a sound.

To their amazement, searchers found the infant inside a storm drain — more than two dozen feet from the roadway.

“The baby … was sitting up and looking up at us waiting for us to pull her out,” Texarkana firefighter Josh Moore said.

“Some kind of divine intervention”?

Authorities think she rolled down a hill to the drain. It took three firefighters to get her out. She had a minor injury.

“There had to be some kind of divine intervention for her to end up being OK,” Moore told the affiliate.

The child was taken to a hospital along with four other people in the car. All have been released except for the driver who is still recovering.

“So many times, we go out and things aren’t OK…and just during the holidays here to have a positive just feels good,” fellow rescuer Texarkana Fire Capt. Charlie Smith said.

Police confirmed to KSLA the child was not properly restrained in the car seat at the time of the accident and that the car seat was also not properly installed, but no citation was issued.

The driver of the truck was cited for an improper and unsafe lane change.
